Why were the Democrats also in a flurry of final negotiations today? Reading between the lines, it certainly sounds like the Democrats knew this was about to happen - could they have made a bid for St. Paul today also? My guess is the Democrats probably weren't ready to pull the trigger, and the GOP was.
