Today in Philadelphia

Today at Independence Hall in Philadelphia, President-elect Obama and Vice President-Elect Biden will meet with 40 of the nation's governors. The discussion topic will be the unique challenges facing the governors. While they will be making opening statements, the meeting is closed to the press.

The meeting was organized under the auspices of the National Governors' Association, and hosted by Gov. Ed Rendell (D-PA) and Gov. Jim Douglas (R-VT), who are, respectively, the Chair and Vice-Chair of the organization.

While you may think that Philadelphia was chosen because it is the largest city in the home state of the NGA chair, there is another reason. Philadelphia is in bad financial shape. Certainly, it is not the only city in trouble, but the problems are massive. Remember, then candidate Obama had a Four Point plan for the economy, and the fourth point was:

4. RESPONDING TO THE FINANCIAL CRISIS: A Lending Facility to Address the Credit Crisis for States and Localities. Obama is calling on the Federal Reserve and the Treasury to work to establish a facility to lend to state and municipal governments, similar to the steps the Fed recently took to provide liquidity to the commercial paper market.
States cannot run at a deficit, they must balance their budgets. This is incredibly tough in the current economic environment, and their credit markets are as frozen as the private markets, perhaps more so. For example, in California, the state may run out of money by February.

Therefore, it may well be that President-elect Obama will announce plans to guarantee bond funds so that State and Local projects now on hold will be able to re-start soon after he takes office. These projects are for the most part infrastructure, including roads, bridges, school construction, etc.


As an aside, it will be the first time that President-elect Obama will be meeting Spunky. You probably remember that at the Veep debate, her first question was "May I call you Joe?", but I have to believe that she won't be repeating that thought tomorrow.

If you live in the area, be advised that traffic is going to be a disaster and plan accordingly!

Tonight in Wilmington, Delaware

Vice President-Elect and Dr. JIll Biden will be volunteering at a "Stockings for Soldiers" event this evening at 6:30 PM at Branmar Plaza (northwest corner) at 1812 Marsh Road in Wilmington, DE.

They will be helping to stuff care packages and holiday stockings to send to our troops overseas. The "Stockings for Soldiers" program is sponsored by Operation Support Our Troops, with the goal of ultimately assembling 5,000 personalized stockings for the troops.

Biden's Replacement Named

Ted Kaufman, longtime aid to Senator Biden, will serve as Senator from Delaware until the 2010 elections as reported today by The Hill. He is not expected to run for the seat, but rather to serve as an interim office holder until Joe Biden's son, Beau Biden, returns from his tour of duty in Iraq.

A Google search generates a Public Citizen profile of Kaufman, as well as Duke Law Faculty page and a 2007 Washington Post article about Biden's advisers.

Kaufman has worked with the elder Biden since the 1970's and is currently Co-Chair of the Vice Presidential Transition Team. Kaufman also is president of Public Strategies, a political and management consulting firm in Wilmington, Del.

UPDATE: The governor said that Sen. Biden will be sworn in for his 7th term in the Senate on Jan. 6.

She said Kaufman will be sworn in in early to mid January – after Biden resigns from the Senate to assume the vice-presidency.

This is important because if Biden resigned before Jan 6, Kaufman might have to be appointed twice, once to the old term, and once to the new term.

Biden Resignation Update

On Monday we noted that Biden has said in pre-election interviews (although not confirmed post-election) that he wouldn't resign until Inauguration Day, Jan 20. That begged the question, who would get to make the appointment. We have an answer:

ABC News has learned that Delaware's newly elected Democratic governor is planning to take the oath of office at 12:01 a.m. ET on Jan. 20, 2009, making it possible for him to name Vice President-elect Joe Biden's replacement to the United States Senate. Whether Governor-elect Jack Markell (D) gets to name Biden's Senate replacement will ultimately turn on whether the Vice President-elect makes good on his stated intention to wait until the moment he becomes Vice President to resign from the U.S. Senate.
We'll know who appoints him if Biden resigns on Jan 20.

But if he does resign on Jan 20, this scenario leads to another possible replacement: Current Governor Ruth Ann Minner.

And if Minner gets the appointment, she would likely not run for re-election, allowing Beau Biden to then run for the seat in 2010. (Beau Biden announced earlier today that he would not accept an appointment to his father's seat, which makes sense as he is leaving shortly for a tour of duty in Iraq).

When will Biden resign?

Good question. It's complicated by the fact that Biden was reelected to the Senate. So even if he resigned now, he would have to re-resign on or after Jan. 6 when the new Congress takes over. (Or maybe just not retake the oath - would that effectively be a resignation?)

DocJess wrote pre-election (but updated to reflect the election):

Ruth Ann Minner is the current governor, and if she wants it, she'd be a good choice as place-holder. She's 73. Her replacement is Jack Markell. He'd have to appoint her. And he actually can, because her term ends at 9 a.m. on January 20th, and Senator Biden becomes Vice President Biden at about noon on January 20th. Then again, if he wins, he could resign early, and let Governor Minner fill the seat, although she'd likely choose the current Lt. Governor, who might see himself more as "Senator" than "place holder."
The recent chatter had been that Biden would resign soon:
Vice president-elect Joe Biden is expected to resign soon too, giving his Delaware Democratic governor a chance to appoint someone.

The resignations before January will give both their successors slightly longer seniority over those taking office in January, which is a really big deal in that world because it involves which office and committee assignments and ranking you'll have. Kind of like merit badges without your mom having to sew anything. - LA Times
But even the LA Times can't figure it out. From the same day:
The vice president-elect, Sen. Joe Biden of Delaware, may remain in the Senate until January. His vote could be needed in the lame-duck session of Congress that begins next week.
And CNN says Biden said he won't resign until Jan 20:
Vice president-elect Joe Biden, who was also re-elected in Delaware to his Senate seat on November 4, told an interviewer several weeks ago that he would resign when he's sworn in as vice president in January
First Read has more:
In an interview with KY-3 in Missouri last month, Biden explicitly said that, "I wouldn't resign my Senate seat until I were sworn in as Vice President of the United States." The new governor is also sworn in on Jan. 20.
So if he resigns soon he'll have the earliest VP-election resignation ever. Or maybe he'll have the latest. Let us know what you think he'll do.

You know, we haven't said anything about our new Vice President-elect, the Honorable Senator Joe Biden, Democrat from Delaware.

After seemingly a lifetime in the Senate, having done an amazing job in pushing through legislation to help battered women, having been involved in innumerable foreign policy issues as Chair of the Foreign Relations Committee, and having served as head of the Judiciary Committee, he is now merely weeks away from taking the oath of office as Veep. Plus, he won his Senate race with almost 65% of the vote. Face it, Joe Six-pack, Joe-the-plumber, and now the best "Joe-the..." we could have had.

For the past 36 years, Vice President-elect Biden has commuted on AMTRAK from Delaware to DC every day. A long, long commute. Now, he'll be living on Mass Ave, and commuting not far away to the White House complex. (I make the assumption that unlike SOME veeps, he won't be working from an unnamed bunker, or maybe dungeon, I was never quite sure.) The nearest Metro is on Connecticut. It's a bit of a walk, but doable.

I'm betting VP-e Biden will have a government car, with another few filled with Secret Service, ahead and behind. I'm guessing though, that on nice spring days, especially during Cherry Blossom season, he'd rather be taking the train.

I saw Mrs. Biden last night, on stage in Grant Park. Seemingly overwhelmed by the crowd, the lights, the roar. She must be so proud of her boy. And while I'm not sure there's a heaven, if there is one, his dad is smiling down.

Way to go, Joe. Your dedication, smarts, and honor have earned you this position.

And by the way, who do you think will take his seat?

Hello, Charleston! Hello, West Virginia! It is so good to be here. In the last debate, John McCain felt the need to declare that he’s not President Bush. And just yesterday, John McCain actually went so far as to try to compare Barack Obama to George W. Bush. As my granddaughter says: Hello? John McCain is now attacking the Bush budget and fiscal policies. Folks, this is as crazy as the Sundance Kid attacking Butch Cassidy! They were in this together.

John McCain voted with George Bush 90 percent of the time. Until recently, he was bragging about it. He said these policies produced “great economic progress.” Look, I know Halloween is coming. But John McCain as the candidate of change? That’s one costume the American people aren’t going to buy. So I know we’re not running against President Bush. But we are running against the very Bush economic policies John McCain is promising to continue. John McCain and Sarah Palin call themselves mavericks… but to paraphrase your neighbor -- Senator Bob Casey from Pennsylvania -- you can’t call yourself a maverick when all you’ve been is a sidekick.

If you give Barack Obama and me the honor of serving as your President and Vice President, here is what we will do: We will commit ourselves – night and day – to two overriding goals. First, restore the middle class. Second, reclaim America’s respect in the world. And the first step in reclaiming that leadership is to end this war in Iraq. We will end this war in Iraq -- responsibly. Now, even President Bush is getting behind Barack’s plan to set a timeline for the withdrawal of our combat forces from Iraq. Only John McCain says no. He’s wrong. And Barack Obama is right.

To rebuild the middle class, we need to cut taxes for working people. We need an energy policy that frees us from the grip of foreign oil, with a firm commitment and a long-term investment in alternative energy – wind, solar, biofuels, and clean coal. And let me say on that subject: John McCain doesn’t believe clean coal is part of our energy future. Don’t take my word for it – take his. He said “…in a perfect world, we would like to transition away from coal entirely.” And now, he plans on giving the oil companies – who are recording the largest profits in the history of the United States another $4 billion in tax cuts. So make no mistake: the oil companies have placed their bet on Senator McCain. That’s why Appalachia can’t afford to.

Barack and I believe clean coal is part of our energy future. That’s why we supported adding $200 million in funding for carbon capture and sequestration technology. Instead of pouring our energy dollars into the sands of Saudi Arabia and the pockets of Venezuela, we should be exporting home-made technology – solving not only our own energy challenges, but the worlds. We need to make an investment in rebuilding America’s infrastructure – including broadband and the infrastructure of the future. Our plan that we estimate will create 12,000 jobs here in West Virginia alone. This is about jobs. But in a sense, it’s about even more than jobs. It’s about dignity. It’s about respect. It’s about understanding what people are going through. When a job is lost or a house is foreclosed on, it’s not just an economic loss… it’s emotionally devastation. It’s about having to make that long walk up that short flight of stairs…That’s something I’ve experienced. At the end of the day, if we want to strengthen the middle class and regain our respect in the world, we have to do one thing more: We have to unite this country.

Recently, in North Carolina, Governor Palin said she was happy to be in a “pro-America” part of our country. I was just in North Carolina…and it is a deeply patriotic place. But every state has sent its sons and daughters to serve and die for this country. West Virginia is home to over 200,000 veterans. Nearly 1,500 West Virginians are currently deployed to Iraq or Afghanistan. And 33 of these fallen angels have given their lives. We all love this country. We are all patriots. That’s why we have to end the scurrilous phone calls -- which lie about Barack Obama and question his character. We’re joined today by Chaylee Cole. Chaylee is a student at Fairmont State University who worked at a call center – where she was asked to make some of those attack calls.

She said no, and she was fired. But I want to read part of what Chaylee said when she was interviewed, “Democrat or Republican, I wouldn’t have done this.” Chaylee recognized that regardless of your personal politics, attacks like that don’t hurt Barack. They’re an attempt to further divide the country, and distract you from the things that really matter. Barack can take two eleven more days of these attacks. Our country can’t take four more years of Bush-McCain economic policies.

What we need is the type of leadership being provided by your Governor, Joe Manchin. We need the type of leadership provided by your Senator, and the chairman of the Senate Intelligence Committee, Jay Rockefeller. There is nobody both as knowledgeable and as straightforward.

It’s time we’re all reminded that we are: One nation -- under God. We are, indivisible.

Great leaders have always reminded us of this. And in West Virginia, you have one of the greatest. Senator Robert C. Byrd. Senator Byrd is a man who came up the hard way. He literally married a coal miner’s daughter. He is the American dream. And he is a true friend. To learn about the ways of the Senate from Robert C. Byrd is like getting trumpet lessons from the Angel Gabriel.

Great presidents have always turned dire circumstances into real opportunities…by reminding Americans of what we’ve overcome in the past, and appealing to our better angels. And I believe Barack Obama will be a great president. My father always told me “Champ, when you get knocked down, get up. Get up.”

I’ve never seen a time when more Americans have been knocked down. It’s time for us to get up, together, and bring the change we need…to the country we love. America is ready. You are ready. I am ready. And Barack Obama is ready. It is our time. It is America’s time. So let’s get up. God bless America. And may God protect our troops.

Hillary Clinton logs 50 events and $10 million for Obama-Biden

Late last week I received an email blast from Hillary's office that she has headlined more than 50 events and has raised more than $10 million dollars for Obama-Biden.

This past weekend, Hillary had a two-day tour in Pennsylvania. The first "Obama for America" rally in Scranton, PA was with President Clinton and Senator Joe and Jill Biden. Then she stumped for congressional candidate Allyson Schwartz followed by an Obama-Biden rally in Philadelphia.

Hillary will be campaigning for Obama in Ohio later this week. Click here for the story.

John Russo - Oakland's Top Lawyer On Biden Palin Debate

I sat down with Oakland's Top Lawyer John Russo just a day after the Vice Presidential debate between Senator Joe Biden and Alaska Governor Sarah Palin, and to talk about who won the debate, and what Palin's assendency says about American Government and Culture.

We have a difference of views and it centers on the idea that Palin did a terrible job -- my contention. Russo says that in debates one must "hold their ground" make sure their point is gotten across. He says she did that.

My point was that she just repeated talking points and failed on many occasions to answer questions Gwen Ifel asked of her.

Biden's mother-in-law dies

"The Obama-Biden campaign today canceled Sen. Biden's schedule Monday and Tuesday because of the passing of Jill Biden's mother, Bonny Jean Jacobs, this afternoon after a long illness," Biden spokesman David Wade said in a statement.
...
"We appreciate everyone's respect for the family's privacy during this difficult time," Wade added. - ABC News
Mrs. Jacobs was the widow of Donald C. Jacobs, 72, a savings and loan executive from Willow Grove, Pa., who died in 1999. Mrs. Jacobs stayed home to raise Jill and her four younger sisters. The couple was married for 50 years.

Mr. Biden’s spokesman, David Wade, said that a memorial service would be held on Tuesday in Abington, Pa. - NY Times

Was she that flustered that she couldn't remember a Supreme Court case that directly affected her constituents just this summer?
When the Exxon Valdez ran aground in 1989, Andrew Wills was a successful herring fisherman in Alaska and the owner of three canneries.

The 11 million gallons of crude oil from the tanker destroyed the herring population and Wills's fishing career, so he borrowed money to open a bookshop, a café and the Mermaid Bed and Breakfast in Homer, Alaska.

Wills had expected to use his $85,000 share of the $2.5 billion punitive damage settlement against Exxon to pay off some of his debts.

The U.S. Supreme Court decision on Wednesday that cuts the damages to about $500 million means that Wills will receive only $15,000, he said. - IHT
Did she purposefully not mention to Couric that she disagreed with a ruling that saved Exxon a boatload of cash? Was she so smart that she knew John McCain would be furious if she were to talk badly about his friends at Exxon?

And on her non-answer about the newspapers she reads. Does her brain work so quickly that she didn't want to upset the conservative base by saying she reads the NY Times?

I don't want to be caught off guard tonight and Lord knows the bar couldn't be set any lower for Palin. That said... you can get your Palin Debate Bingo Cards here.

One question I do have is if the McCain campaign is trying to set low expectations for Palin... why would they lower the bar for Biden too?

Delaware doesn't have good seats...

I just got my first glimpse of the convention floor. The Delaware delegation has just about the worst spot in the place. Something tells me that is going to change...
Actually, it won't. They can't change seating at this late date in the Pepsi Center. Invesco might be another matter, though.
